History of BPIM

Following the signing of the Meter Convention, a treaty involving 17 Member States, the BIPM was established on May 20, 1875. (as of November 2018, there are now 59 members).

Its headquarters are in the Pavillon de Breteuil in Saint-Cloud, France, a 4.35 ha (10.7 acres) land (formerly 2.52 ha or 6.2 acres) that the French government gave the Bureau in 1876. The location has been regarded as international territory since 1969, and the BIPM is granted all the benefits and rights provided to an intergovernmental organization.

Function of BPIM

Establishing and keeping a consistent, traceable worldwide system of measurements—known as the International System of Units (SI)—for general application is the critical mission entrusted to the International Bureau of Weights and Measures (BIPM). This covers a broad spectrum of actions including the direct distribution of devices and enabling cross-national comparisons of measurement criteria, especially in areas such electricity and ionizing radiation. The General Conference on Weights and Measures (CGPM) examines a draft of the BIPM Work Programmer together with the suggested budget every year. Following agreement on budgetary allocations by both the CGPM and CIPM, the International Committee for Weights and Measures (CIPM) authorizes the final work plan. Presently, the BIPM focuses its technical and scientific efforts over four major divisions: physical metrology, chemistry, ionizing radiation, and time. Apart from research, the BIPM has a major role in coordination and liaison by offering secretariat services for the CIPM Consultative Committees and their working groups, handling the CIPM Mutual Recognition Arrangement (CIPM MRA), and working with other organizations engaged in preserving the global quality infrastructure. It also runs capacity-building projects and knowledge-transfer programs to improve the capacity of Member States and Associates, especially those with developing metrology systems. Moreover, the BIPM is among the twelve members of the International Network on Quality Infrastructure (NetIQ), therefore helping to build and operate quality infrastructure networks globally through metrology, accreditation, standardization, and conformity testing.
